I just wanna ask. What is the “Contact Properties” of the Owner ID who changed the current owner of a contact?

Are you asking about the user that made a change to the HubSpot Owner property? This isn’t tracked in a contact property, but rather in the version history of the contact property:

I want to filter those owner ids who can only do re-assigning.
Because the problem is there’s no way to restrict other owners to re-assign.
