Creating custom criteria

Can someone point me to the right parts of the API that allow me to create new, custom criteria filters for lists?

Something like what GoToWebinar is doing in section 3 of this page:

How to create a list of your contacts

This article will go over how to create both types of lists and why you may want to make a static list instead of a smart list, and vice versa.

or what Eventbrite is doing here:
