Embedding Webform Into Local Project

I have an HTML document on my computer that I put my hubspot form script into, but nothing appears. Why?

The form embed code uses protocol relative URLs (//js.hsforms.net/forms/v2.js) for the source of the required JavaScript files. If you’re opening an HTML file in a browser and not running a local server, you’ll need to add the http: to the URL so that your browser isn’t also trying to load our JavaScript files from your local file system.
