How implement Api of Hubspot with Python for get contacts with all their characteristics, so get characteristics add of a contact.

By characteristics, do you mean a contact's properties? Check out the docs for pulling a single contact, which will return all of that contact's property values:

Get a contact by its vid

GET /contacts/v1/contact/vid/:vid/profile - For a given portal, return information about a single contact by its ID. The contact's unique ID's is stored in a field called 'vid' which stands for 'visitor ID'.
