This is a block from our CDN due to behavior that appeared to the system as malicious. Backing off from high volume / high frequency requests should resolve the issue. It’s also possible that it’s an IP block, which might occur from using a shared IP. In that case, changing IP addresses or scaling back activity should resolve the issue.
We are having the same issue, I am pretty sure that Hubspot banned our IP, and same code works on other servers. Change a IP or ask them to unban your server IP.
