overrideable=False modules not returned via pages API

I have a dynamic module that does not need to be edited by the user, and therefore I also don't want it shown on the page edit screen.

Setting overrideable=False on the module means the API does not return the module at all. Removing this attribute and updating the page then allows the API to return the module.

I assume this is not expected behaviour?
