Allow branded click tracking URL for Hubspot Sales Emails

Option to Disable Paid Seat Requests
Today users have the ability to request seats (such as sales hub) from Hubspot UI if they don't have one assigned to them. This cannot be disabled by admins, which causes logistical issues for admins and confusion for users.

the option to disable paid seat requests should be an admin setting. This just creates unnecessary overhead on our clients' sides.
